History and Vision
SHINE Systems was established in 2007 by President Jeff Thomas as a full-service decision analytics consulting company with just five employees.
We are a passionate community of specialists working on teams around the globe to support client missions. Our goal is to provide service that is forward-thinking, collaborative, and reliable. Together, we work hard to create comprehensive and actionable solutions to critical problems.
Jeff Thomas founded SHINE Systems in 2007 based on the core values of integrity, vision, stewardship, communication, and other-centered relationships. A serial innovator and entrepreneur, Mr. Thomas has been serving dual business development and program management roles for a variety of clients for over 30 years. Mr. Thomas has engineered systems at every stage of the intelligence life cycle for major IC programs. His profile features diverse, applied methodologies in capture, proposal, and project management; business process analysis and optimization; reporting, analytics, and software product/solution engineering. He also invented the patent-pending Patent/Technology Exploitation System (PATES™).
Mr. Thomas holds a B.S. in Mathematics and Computer Science from Hampden-Sydney College and began his career as a Software Engineer. He was quickly promoted to and became the youngest Project Manager for a 4000+ employee systems integrator in the National Capital Region. An active member of the Charlottesville business community, Mr. Thomas serves on the Board of Advisors for First Citizens Bank, the Board of Directors at the Virginia Institute of Autism, and the Defense Affairs Committee at the Charlottesville Regional Chamber of Commerce. He is a member of and on the Board of Directors for the Virginia Council of CEOs, and on the Board of Directors for ParadeRest Virginia. An alumnus of Leadership Charlottesville, Mr. Thomas brings his passion for his community to local initiatives including autism, small business, veterans, and defense.
RADM JOHN ACTON
Executive VP Operations
John’s leadership spans a unique blend of two successful, parallel careers: one private sector and one government/military. He is an experienced, team-oriented operational and strategic leader, whose broad expertise includes leading large and small organizations, strategic vision and planning, operations, collaboration and partnerships, leadership development, marketing and sales, start-ups, and strategic communications.
His private-sector experience includes board membership as an outside director, general leadership as a COO, marketing and field-sales, change management, as well as client account management, with a spectrum of consumer product, internet, consulting, and telecommunications companies, including: Pepsi-Cola, Frito-Lay, BellSouth Mobility, Booz Allen Hamilton, and the America’s Cup sailboat races.
As a rear admiral in the Coast Guard Reserves and a member of the Senior Executive Service at the Department of Homeland Security (DHS), John’s military/government career includes challenging homeland security/defense leadership positions at the highest levels covering leader development, operations, and planning.
VP Business Development
Scott has more than 28 years of experience working in and with the Federal Government in a variety of capacities. He began his career as a communications, computer, and Unix specialist in the U.S. Army, after his 10 years of service and honorable discharge from the military, Scott became a Washington Editor’s Choice Award-winning Project Manager for the creation of the Best Data Mining Tool Suite as well as winning the Data Warehousing/Business Intelligence Best Practice Award.
Scott has worked with the SHINE Family of Businesses since 2012 in a multitude of roles. Currently, he is the Vice President of Business Development for SHINE Systems, where he specializes in helping our clients and customers with Contract Management, Business Development, Business Capture, and Project Management.
Paul Parmiter joined SHINE Systems in 2013 as a Program Manager on a DoD program at the National Ground Intelligence Center. Before this, Paul’s career included 14 years in the information/publishing industry with LexisNexis and 10 years in government contracting, most recently with Pragmatics. Paul has held various leadership positions, from work team level up through Director and VP level, successfully leading business units as large as 300 people and being responsible for up to $100M in annual revenue.
Mr. Parmiter has a B.A. from SUNY Oswego and his M.A. from SUNY Albany and is currently certified by the Program Management Institute as both a PMP and a PMI-ACP (Agile Certified Practitioner). His strengths are in program and project management, people leadership, coaching and mentoring, budget development and management, customer focus, and analytical thinking. His career demonstrates a passion for helping teams and business units drive revenue and achieve cost goals while enjoying their work.
Bert has over 23 years of experience in the Government and private sector as a senior leader, technical analyst, and contract Program Manager. He joined SHINE Systems in 2013 and helped grow and develop the company’s analytic business managing P&L for multiple intelligence programs supporting a variety of Government agencies and developing business winning opportunities in new and expanding services markets. Bert is a retired U.S. Army Civil Affairs officer with deployments to Iraq, Afghanistan, and Latin America.
