History and Vision

SHINE Systems was established in 2007 by President Jeff Thomas as a full-service decision analytics consulting company with just five employees. 

We are a passionate community of specialists working on teams around the globe to support client missions. Our goal is to provide service that is forward-thinking, collaborative, and reliable. Together, we work hard to create comprehensive and actionable solutions to critical problems.

A Global Footprint.

Our headquarters is in Charlottesville, Virginia, with additional offices in Luray and McLean, Virginia. 

SHINE also maintains a business license to operate in Afghanistan as well as support DHS and DoD across the U.S., and in Korea, Japan, Germany, Turkey, Bahrain, Djibouti, Jordan, and Iraq.

JEFF THOMAS

CEO

Jeff Thomas founded SHINE Systems in 2007 based on the core values of integrity, vision, stewardship, communication, and other-centered relationships. A serial innovator and entrepreneur, Mr. Thomas has been serving dual business development and program management roles for a variety of clients for over 30 years. Mr. Thomas has engineered systems at every stage of the intelligence life cycle for major IC programs. His profile features diverse, applied methodologies in capture, proposal, and project management; business process analysis and optimization; reporting, analytics, and software product/solution engineering. He also invented the patent-pending Patent/Technology Exploitation System (PATES™).

Mr. Thomas holds a B.S. in Mathematics and Computer Science from Hampden-Sydney College and began his career as a Software Engineer. He was quickly promoted to and became the youngest Project Manager for a 4000+ employee systems integrator in the National Capital Region. An active member of the Charlottesville business community, Mr. Thomas serves on the Board of Advisors for First Citizens Bank, the Board of Directors at the Virginia Institute of Autism, and the Defense Affairs Committee at the Charlottesville Regional Chamber of Commerce. He is a member of and on the Board of Directors for the Virginia Council of CEOs, and on the Board of Directors for ParadeRest Virginia. An alumnus of Leadership Charlottesville, Mr. Thomas brings his passion for his community to local initiatives including autism, small business, veterans, and defense.

Debra Hoopes - CFO

CFO

Debra (Deb) Hoopes has more than 20 years’ of senior executive experience as a chief financial officer and chief operating officer with both international privately and publicly held organizations ranging in size from start-up to $1B in revenues. Deb has recently joined the Advisory Board of the CFO Leadership Council’s Network of Women which will go well beyond finance and encompass female leaders in the entire C-Suite!

Deb has comprehensive experience in financial analysis, planning, oversight and hiring of financial staffs, change management, vendor, partner and customer contract negotiations, acquisitions and distressed company situations. Her CFO responsibilities include venture, private-equity backed and public companies whose businesses operate in the U.S. and abroad.

Steve-Jennings

STEVE JENNINGS

Vice President of Decision Analytics Business Unit

Steve has over 22 years of experience in the Government and private sector as a senior leader, technical analyst, and contract Program Manager. He joined SHINE Systems in 2016 and helped grow and develop the company’s analytic business managing P&L for multiple programs supporting a variety of Government agencies.

As a Project Manager and functional area advisor, Steve’s expertise has been in big data analytics and the deployment of solutions to Government partners. He has led technical teams larger than 30 and has managed teams as large as 200. Steve is a retired U.S. Marine Corps Intelligence Operations professional with graduate-level education in Government procurement, Government contracting, operations management, and program management. His professional affiliations include being a member of the Project Management Institute.

MIKE SCHOCK

 Vice President of Technology Integration Business Unit

Mike brings to SHINE Systems experience garnered from over 25 years of service to the Department of Defense, which includes over 10 years working in the Intelligence Community. Upon graduating with distinction from the United States Military Academy in West Point, Mike was commissioned in the Army and served in multiple leadership and staff positions within the infantry operations and nuclear counterproliferation communities. Following his retirement from active duty, Mike served in a number of contract positions supporting intelligence operations and analysis. Mike joined SHINE Systems in 2022.

Mike enjoys an extremely diverse technology background that includes acoustics, data analytics, forensic science, radiation detection, massively parallel computing, novel remote sensing phenomena, and engineering analysis. He holds a Master of Science Degree in Physics from the Naval Postgraduate School in Monterey, California and a Bachelor of Science Degree in Civil Engineering.

SETH MOYERS

Senior IT Manager, Cybersecurity

Seth has over 20 years of experience in the information technology field working in commercial, higher education, and federal contracting. He has managed help desk teams, full stack web development teams building SaaS products, design and implementation of HPC and infrastructure for commercial and higher education, and is a CMMC Registered Practitioner in performing cybersecurity assessments.

Seth holds a B.S. in Technical & Scientific Communication with Minors in Computer Information Systems and Human Resource Development from James Madison University, an M.S. in Computer Information Systems with concentration in IT Project Management from Boston University, and is currently working on his D.Sc. in Cybersecurity from Marymount University with a dissertation focusing on SCADA and PLC security.

BOB BRADEN JR

Vice President of Business Development

Bob has over thirty years of experience working with top hardware and ERP software organizations. Previously an executive with IBM Bob specialized in higher education clients and was responsible for alliances between IBM and many prestigious institutions that focused on collaborative research and product testing. With over twenty years of experience supporting Oracle clients Bob has also worked for Oracle Corporation and was the Director of Sales and Client Relationship Management for a well known Oracle E-Business consulting boutique. Additionally his ERP experience includes four years of supporting PeopleSoft clients through various implementations and upgrades.

Bob utilizes his management experience to develop strategic relationships with partner companies to offer products and services that will strengthen our overall solution offerings for our customers.
