SHINE Announces 2015-2016 Board of Advisors

CHARLOTTESVILLE, VA – January 15, 2015:  SHINE Systems & Technologies (SHINE) announces its new Board of Advisors for 2015-16. “Every two years, we review our business growth initiatives to determine new Advisors that may guide us during our expansion. This year we are thrilled to include new members ADM William J. Fallon, former Commander of US Military Forces in the Middle East; Terry Lin, CEO of Planned Systems International, Inc. (PSI); Bob Smith CAO at Trowbridge & Trowbridge, LLC (T&T); Russ Allison, President and CEO of Prospect Federal Consulting Inc.; and Lisa Anderson President and CEO of DeAnder Associates, LLC,” said Jeff Thomas, President of SHINE Systems.

“To have a leader of ADM William J. Fallon’s reputation as an Advisor will be an invaluable complement to the business SHINE Systems is already doing. We greatly look forward to the benefits his strategic and experienced insights can bring to our business.”

Additionally, Terry Lin, CEO of PSI, brings his business capture and growth acumen to SHINE on the heel of two recent successes for his own company: a $30M BPA to provide IT services to the Corporation for National & Community Services (CNCS) and another $120M contract to provide the Department of Veteran Affairs (VA) Enterprise Testing Support Services, both announced this past November.

Returning Advisors include former Chair Doug Keach, now our Chair Emeritus. Mr. Keach brings over 30 years of executive leadership experience, spanning US federal, state and local, as well as commercial, and international markets. He is responsible for generating $1B in contracts throughout his career spanning positions with DMI, DigitalNET/BAE Systems, Avanco, Creative Information Technology, Wang International, I-NET, and Computer Sciences Corporation.

Linda Allan is renewing her term on the Board of Advisors and will impart her skilled opinions and guidance based on years of success growing companies. Prior to her retirement from NCI Information Systems (NCIT), Ms. Allan was responsible for taking NCIT from a $1M 8(a) firm to a publicly traded company with $390 million in revenue in 2008.

New Advisor Bob Smith will serve as the Board’s new Chair and will contribute leadership from his experience overseeing contracts, pricing, human resources, facilities, and IT teams at Trowbridge & Trowbridge, LLC and throughout his expansive career in the Federal marketplace.

Russ Allison offers his strategies to strengthen SHINE’s business capture model, a key component to expanding our customer portfolio. As a process engineering expert and a principal contributor to the Business Development – Capability Maturity Model℠ (BD-CMM℠), Mr. Allison will bring insights on achieving ISO™ registration and CMMI℠ certification for the business development core business process.

Lisa Anderson brings her wealth of knowledge managing contractor finances and accounting for small to medium sized companies. Her solutions and guidance are well known throughout the industry and have been recognized in Smart CEO Magazine.

This announcement comes at an exciting time for SHINE, recently named #501 on the Inc. 5000 list of “Fastest Growing Private Companies,” and currently expanding into new markets and larger growth opportunities. Linda Allan

Linda Allan, a current member of SHINE Systems’ Board of Advisors, will be continuing her service for another 2 years. As the Executive Vice President for NCI Information Systems (NASDAQ: NCIT) from 1991 until her retirement in 2008, she was responsible for executing activities focused on business growth, acquisitions, and risk mitigation, and overseeing NCI’s growth from a small 8(a) firm with $1M in revenue to a large, publicly traded company with over 2,500 employees and $390M in revenue in 2008. Prior to joining NCI, Ms. Allan held senior operations positions with Automated Sciences Group, MAXIMA Corporation, and Litton Bionetics. Ms. Allan earned her Master (Biomedical Sciences) and Bachelor (Biology) of Science degrees from Hood College, Frederick, MD. Currently, Ms. Allan also serves on the Board of Advisors for Information International Associates, Inc., INDUS Corporation, and OnPoint Consulting, Inc.

Russ Allison

Russ Allison is President and CEO of Prospect Federal Consulting Inc. Mr. Allison has 35 years of continuous experience in all facets of business development, from strategic planning to directing high-volume capture centers for major Tier 1 and 2 Federal contractors. He has led capture teams and managed major competitive proposals with program values in excess of $35B multi-award and $1B single-award contracts while guiding the contributions of over 40 subcontract team members and up to 100 proposal team contributors. He has taught hundreds of successful professional business developers, working in Federal defense, civilian, and commercial markets in the art and science of capture and proposal management.

Lisa Anderson

Lisa Anderson is President and CEO of DeAnder Associates, LLC, (DeAnder) a financial management and compliance firm dedicated to providing small and medium sized companies with sound financial advice. Established in 1997, DeAnder helps companies and organizations in the Federal Government Contracting arena keep their lifeblood going while maintaining a healthy bottom line and remaining audit ready. In 2014, Ms. Anderson extended her reach of support to small businesses and established Anavo Transformation Solutions LLC where she serves as Success Coach and Business Strategist. She brings award winning techniques and solutions to business leaders through a strategic process which assists her clients in taking their businesses to the next level of growth. Having grown DeAnder from startup to $4M in revenue, Ms. Anderson initiates first-hand experience to facilitate growth and expansion with her clients. Ms. Anderson’s experience and background provides her clients with the advantage of working with both a Virtual CEO and a Virtual CFO. This is where strategy successfully meets finance. Her passion is transforming businesses one leader at a time.

Adm. Bill Fallon

Admiral William Joseph Fallon is a United States Navy four-star Admiral who retired after serving for over 41 years. His last military assignment was as Commander, US Central Command (CENTCOM), from March 2007 to March 2008. ADM Fallon was the first Navy officer to hold that position. His other four-star assignments include Commander, US Pacific Command from February 2005 to March 2007, Commander, US Fleet Forces Command from October 2003 to February 2005, and 31st Vice Chief of Naval Operations from October 2000 to August 2003. In March 2008, he announced his resignation from CENTCOM and retirement from active duty. He currently serves in several key strategic roles such as the Chairman of CounterTack, Inc.; as a Partner for Tilwell Petroleum, LLC; and as the Executive Vice President for Strategy at SM&A. He is a globally respected national security and international affairs expert.

Doug Keach

Doug Keach has over 35 years of executive leadership experience including small, privately held businesses and large, publicly held businesses spanning the US Federal, state, and local governments; commercial; and international markets. Mr. Keach has honed a reputation for rapid market expansion from various experiences at DMI, DigitalNET/BAE Systems (capturing $100M+ in contracts), Avanco, Creative Information Technology, Wang International (generating $250M in new business), I-NET (securing their first commercial contract for $30M), and Computer Sciences Corporation (CSC) where he won more than $500M in contracts, among others.

While at CSC, Mr. Keach managed delivery and operation of onsite solutions and services at NASA’s Goddard, Kennedy, and Stennis Centers as well as DOE’s operation in Las Vegas. His NASA experience includes development of the Space Shuttle onboard avionics system at the Johnson Space Center and leading the Shuttle Software Systems Branch at the Space and Missile

Systems Organization in Los Angeles. Mr. Keach currently serves as the Chair of SHINE Systems’ Board of Advisors, and in 2015 he will serve as a Chair Emeritus.

Terry Lin

Terry Lin is a co-founder and the CEO of Planned Systems International, Inc. (PSI), a respected provider of technical solutions and services in health care as well as other business sectors. Under Mr. Lin’s leadership, PSI is accomplishing its core purpose to develop innovative products and solutions that make the world a healthier, safer, and greener place.

Under the direction of the Chairman of PSI, Mr. Lin, as CEO, provides executive leadership for PSI’s strategic direction, business affairs, and mission success. His management has been instrumental in achieving the steady growth of PSI and ensuring that the company continues to be a strong industry partner to the Department of Defense and other agencies of the Federal Government. Through Mr. Lin’s leadership and guidance, PSI has enjoyed 26 years of uninterrupted growth and now posts annual revenues of over $110M.

Mr. Lin is a Co-Chairman of the Federal Contracting Committee of the US Pan Asian-American Chamber of Commerce and an Honorable Senior Advisor of the Taiwanese Chamber of Commerce.

Bob Smith

Bob Smith is Chief Administrative Officer (CAO) at Trowbridge & Trowbridge (T&T), an IT solutions company serving the Federal market. His wealth of experience building enterprise value and seamlessly integrating infrastructure management elements will be a vital addition to the SHINE Board of Advisors. Mr. Smith is responsible for providing leadership and guidance to the Contracts, Pricing, Human Resources, Facilities, and Information Technology teams at T&T.

His experience in the industry spans more than 30 years and includes all aspects of Corporate Administration. Prior to joining T&T, Mr. Smith held senior leadership roles at DMI, Catapult Technology, Wyle (formerly RS Information Systems), DigitalNet, SIGNAL Corporation, I-NET, and AT&T Federal Systems. He began his career as a warranted Contracting Officer in the US Air Force.
